Chart Tools visible outside data area

When scrolling, the chart tools stay visible when outside the data area. Another solution would be to have an option to put the x-axis annotations above the line instead of below it and the y-axis annotations to the right instead of the left.

I'm not sure to understand what tools would you expect to be clipped to the chartRect, and you find they actually aren't.
It would be also helpful if you could tell us what TeeChart version are you using.
