I have two issuses about the TeeChart for PHP:
1.Is it support the Wind Rose Chart?
2.Is it support localization (Chinese)?

1.Is it support the Wind Rose Chart?

I'm afraid not right now. I've added it to the wish list to be implemented in future releases (TF90015016).

2.Is it support localization (Chinese)?

For the moment there's not a support for unicode strings into the Chart, as the PHP 5 version doesn't fully support unicode ( until the PHP 6 ) we would have to do some changes into the sources in order to make it work.
We'll try to add this feature in one of the next maintenance releases.
