Shift plot so Mark label is within axis region

Whem\n makrs are visible, could the plot be shifted so that in the Y-direction, the entire mark (its label and its arrow) lie within the axis region ? Currently, the plot is shifted so that the mark arrow lies within the axis region but the mark label is outside the axis region. It can be clipped in some cases (if the chart margin is small for example).
