Problem with TeeChart Pro v7 for Delphi 8 Installation

I was able to install TeeChart v7 Pro for Delphi 7 but cannot get the v8 binary installer to work correctly.

I have XP Pro , Microsoft Visual Studio .NET 2003 (SDK v1.1). The installer copies files, then tells me an error: Cannot find GACUTIL.EXE in search path. BUT it IS in the search path. When I open a DOS box and type GACUTIL it shows me the help screen of info.

I also tried to install the .NET DLL's manually into the GAC but Delphi 8 complains that these are not Delphi packages/assemblies.

What's the problem and how can I fix or workaround it?
