I'm afraid it hasn't been fixed yet.
I recommend you to be aware at any of the following channels for new release announcements and what's implemented on them:
- The Announcements section on the top of the ActiveX forums.
- RSS news feed
- Twitter
- Facebook

There is too much information in the announcement and the RSS feed. It is hard for me to filter them always.

Excuse me, I haven't probably expressed myself clearly enough.
There's no public system to track the issues (*). However, knowing the issue number, you can simply search for it in the release notes when a new release is announced in the channels mentioned above.
Note since TeeChart ActiveX version is a wrapper from the VCL version, the changes in the second also affect the first. This means you should check the release notes of both versions.
