that was it.
I didn't know that there was a difference. I was logged in with admin right, but that did'nt work, After I run it as "run as Administrator" it worked.

I downloaded the registry tool for 2010 and run it, added my licence number and passcode.

I received the reply "Error Setting registry value."

And nothing happend.
What can I do? Since I'm still working with VS 2012
